I just don't see it I'm afraid. (before anyone starts on the average wage bit... which is well clarified in the report) and one man... I would suggest a 5 second 'heads up' on sites such as Britarch and BAJR - not too much time taken up. Compared to the rest of Europe, the UK has an archaeological army! Thousands of archaeologists everywhere, armed to the teeth with water-hardened steel. The stats on the degree requirements was very interesting food for thought, is a degree worth more than superior on-the-job training? - ouch!. Also, the diverse range of recording strategies used around Europe...trying arguing with a Dutch archaeologist about single context recording and they'll laugh you out the pub!
