Quite! So, what is the justification for listing Broadgate Square over any of the other locations in cities around the country (London included) which fulfil the same criteria?

EH's decision looks as if they are just taking the opportunity to show they can flex some muscle in a high profile situation, and possibly pick a fight it might be against their longer term interests to engage in. On a general level (and I know this isn't how EH administer their criteria, but....) I can't see how it is in the local, regional or national interest to list and protect this development over taking any other course of action.

Sith have tried and failed to find the NMR site for COIs…

Do eh charge to undertake a coi investigation, seems to me that there is miles of fun to be had with this concept. Should I advise all my little old ladies that before they put a planning application in for an extension on their 1980s bungalows that we should first seek a coi, god there must be a predetermination stages /post determination, I feel a big hard guidance coming on. This is serious. I virtually have a little old lady here right now, I am pretty sure that when eh finds out about her rectangular velox window it’s a "dead cert". I see it now

Just a cynical aside, Unit. Seems as if any progress made with Planners and Developers over the last 15 years is back on the table for renegotiation - with the planners/developers holding most of the best cards.
