Protecting cultural heritage shouldn't necessarily result in increased public spending if the imperative in the first instance is universal protection. After that any 'strategic' decision regarding mitigation would require the 'developer' to fully fund assessment, evaluation, excavation, publication etc etc.....

Interesting piece, although from the polling figures I doubt that enough people will vote yes in 2014 to make independence happen, this time round at least. One minor pedantic niggle - all Scots will be voting in 2014? Ehhm, no, not if we don't live there any more. That's as it should be, so no complaints from me about that, but perhaps "voters in Scotland" would be more accurate.
