I've experienced deliberate self-sabotage by building contractors in order to extend the time taken to complete a project. The companies/individuals in question being paid by the day so in effect lining their own pockets at the expense of tax-payers, utility customers etc.

Poor strategy for getting repeat work, but am guessing they're the same outfits who also always manage to find nothing?
