Thank you m. It took me three months to get a copy of the fields painted in pink for my area (I thought that there might have been an opportunity to advise the cuddly farmer types) from RDS/natural England and they claimed that Swindon had made it up. What intrigued me was how the feature was expanded to the field size, point data etc. They ripped the data down to unidentified outlines in a shx file. As for who instigated the heritage aspect of the now almost meaningless ES scheme (you will be seeing less field margins this year what with the price of wheat) I would say that unless someone claims it was them we will never know.
