one of the fame papers pretty well explained the uni position, and it has little to do with research or furthering the curse (ill leave that for cartoon) of archaeology. but it is up to commercial organisations to make sure there are sufficient pools of specialist expertise to use and to learn from. the ifa are even now offering suitable bursaries. it is perhaps telling that many senior uni archaeologists consider the commercial world the best place to do proper/new research
