The continued use of heritage assets can contribute to sustainable development.
Keeping assets in use reduces the consumption of building materials and energy
and reduces waste.

what about hazardous leads water pipes in houses?
does this mean sympathetic repointing and bricklaying cement to ensure the reuse of said reclaimed bricks some 20yrs down the line?

Local planning authorities should consider whether allowing the exercise of
permitted development rights would undermine the aims for the historic
environment within the development plan or the general aims of conservation and
enhancement set out in this planning policy statement. If so, they should consider
the use of an article 4 direction for a single heritage asset, class of heritage assets or
an area to limit the extent of such development.
does this impact extend as far as the impact of the reactivation of rurals upstanding heritgae assets for rural practices, where agricultural activity is particulally damaging to the surounding underlying (archaeological) heritage assets?

Local planning authorities should consider how they can best proactively monitor
the impact of their planning policies and decisions on the historic environment.
They should pay particular attention to the degree to which groups of heritage
assets and individual heritage assets are at risk of loss or decay, how they expect this
will change over time, and how they propose to respond8.

easier for upstanding assets but does that mean sub contractural monitor roles for subsurface assets? monitoring of landsurface deflation and benificial colluvial protection for particualr landscape locales and asset types of significance?
