well the curators have tried to down play the use of the term "watching brief" in the last few years. which was ok with me as there are no standards for “written scheme of works” and so allowed me to develop my discard policy by about 100%

I'm sorry but I don't understand your post. Do you mean "Written Scheme of Investigation"? The wording used in the Model 55 planning condition? As for standards, are you really saying your happy to utilise a terminology loophole to avoid carrying out quality work?

by model 55 do you mean the time limits thingy in Crcular 11/95: Use of conditions in planning permission. I think I was having a bosh at this woffle as a condition
No development shall take place until a scheme specifying the methods of recording or preserving any archaeological deposits which may be affected by the approved works and including a timetable for such recording has been submitted to and approved in writing by the Local Planning Authority. The development shall not be carried out otherwise than in strict accordance with the agreed scheme.”

The wording does seem a little strange but sometimes planners like to write their own conditions rather than just use the standard words, maybe they get bored!

The model 55 Condition is in the appendix of circular 11/95. The Circular itself is a guidance document not a condition.
