What do you mean by 'often used'? Generally, the curators do not 'use' consultants much - commercial clients do. Curators have no interest in particular consultancies, whereas they often do in particular units.
Some curators may have more faith in some consultants than others, on the basis of their past experience of good/bad work. That variation in their faith may affect how closely they check what the consultant does. That does not mean the same as 'turning a blind eye'.
