This is far too shiny and nice for in the bilges.

May not be for the bilges Mr.D - may not even be a valve of the ball variety - could be any manner of seacock? But do agree the narrow end(top?) looks very fancy (would like to say it's a design approach to keeping the amount of raw material used in casting to a minimum, like on a steel ibeam - but that would just be bulls**ting!)

Does this object have a hole all the way through? That's not clear from the photo.

If it doesn't we're back to the tea caddy . . .

Looks like some sort of decorative brass mount to me...

Component part of a ships steam whistle/fog horn?

On a ship the size of the SS Teddington they wouldn't normally bother with a ball valve in the scuppers.
