I am assuming that Muddy really wants to know if anyone has the right to look at the accounts of a non-profit organisation......If a not-for-profit organisation is a company limited by guarantee (as defined by the Companies Act 2006) they have a duty to prepare accounts and provide copies of the audited accounts to the registrar. Whether that puts the accounts into the public domain is another matter and I believe that access to accounts is subject to application to Companies House.

Matt is right in that there is no legal definition or restriction in the UK on domain names ending .org .net or .com . Here in Norway to get a .no domain suffix you have to apply to a governing body and acquire a registration number before you are allowed to use a .no address. But it is free of charge....I guess the same might happen in the UK with .gov addresses....
