World Heritage Sites are to be brought into the national planning system. I was somewhat surprised that they weren't already in it.

Wasn't this part of HPR anyway? Not that I am knocking it - it is very definitely a good thing.
No, WHS were never given additional status over and above whatever legislation already covered them. For example in Ironbridge the WHS is contiguous with Conservation Areas, so CA legislation (and SAMs and LBs) 'protects' the historic environment of the WHS. In theory at least...
