Valetta and new Planning Act

Valletta was signed up to many years ago. The new PD are a rationalisation and extension of current PD. These cover things which are de minimus and thus by defintion are not covered by the Valetta convention.

There is also the practical difficulty of applying PD with the added complexity of archaeology ie what is known and are the house holders going to be told.
