Exploring Planning Policy Statement 5 (PPS5) - Part 1

PPS5 replaces Planning Policy Guidance Note 15 and will apply to all planning decisions affecting “Heritage Assets” taken after 23 March 2010.
English Heritage have published simultaneously their “Historic Environment Planning Practice Guide”.
Paragraph 1 of PPS5 says:
“Guidance to help Practitioners implement this policy, including the legislative requirements that underpin it, is provided in Planning for the Historic Environment Practice Guide.”
This note provides a preliminary assessment of and comments on PPS5 and will be revised as we gain experience of working with the new policy and guidance.
These documents have been published following an extensive consultation process on previous drafts, in response to which DMH Stallard with CgMs Limited submitted detailed comments.
Underpinning the new policy guidance is the concept of “Heritage Asset”, which is defined:

the reason I put this up is the need to see full understanding of PPS5, as recent comments suggest that many companies are not applying it, but rather sticking to a PPG16 style.

some curators are not even acknowleging its existance
If they can get you asking the wrong questions, they don't have to worry about answers

Is this the same EH Guidance which the IfA/ALGAO Guidance says will be superceded? Presumably by the IfA/ALGAO guidance which they are proposing...discussed elsewhere on the forum.

Er, no. PPS5 is an extension of Government Planning Policy, but it will be superceded by the much whittled-down heritage bits of the National Planning Policy Framework. IfA and ALGAO may however, produce their own guidance on how PPS5 (or the NPPF) should be implemented.

I haven't come accross any of those yet although there are a few who have helpfully prepared their own guidance on what should be included in assessment reports to enable them to meet the information requirements of Policy HE6.

please sir is there any point when the
National Planning Policy Framework was published on 25 July 2011 for consultation. Not sure when its due. Apparently english heritage have got their backsides covered in it

ALGAO are a committee of curators who meet up for a moan twice a year whilst FAME is a 1980s styled New York performing arts school who wish to be immortal.

The terms WTF come to mind, where guidance and policy that has been superseded seems to be ignored in some places, accepted in others, but implemented in others. meanwhile - even when people have not fully implemented PPS5 requirements, we wander off to the best policy document. While arguing that curatorials should implement a guidance (that is restrictive) based on ....er... hold on... I am not sure any more. I would like to see ALGAO cover every Curator and Create it's own universal standard. one that the Contractor can transparently follow across county borders and one that allows measurable and comparable standards in Curatorial bodies. the ones that are left that is - what with Manchester gone as well now.
Time for consultation is really long overdue. ALGAO better look sharp, before it holds it's next meeting in a phone box.

???????? No squeak of protest from any one ? Manchester isn't dead yet but it is fighting for existence. As of the 31st of March the HER and archaeology service will cease. Possibly it will go elsewhere or possibly not.
So someone out there tell us what's happening and how do we stop the rot. Manchester is one of the few county set ups that that understands and implements PPS 5
