Interesting - I thought ALL benefits had to be declared (possibly on a P11 or is that only for cars?) and are taxable? This is not to say that it doesn't still work out cheper of course.

Some types of benefit (cars are the most common) count as 'benefits in kind' and are taxable; they would appear on a P11D.
Flexible benefit systems of this sort usually work by picking benefits that can be deducted before tax, specifically because that will help the employee more.
Many of the same companies also offer taxable perks such as cars as part of the same benefits system.
