Someone out there is probably hoping that a logjam in development caused by a lack of heritage professionals, can be used as an excuse to 'streamline' the heritage parts of the planning process.

I understand this is already the case with some archaeological decisions in North Yorkshire which have been removed from the HER and given to local planning officers with no background in archaeology.
