To help those (like me) that need help with acronymns
here is an explanation about Strategic Enviromental Assesments (SEAs) and EIAs (Enviromental Impact Assesments - - and how they fit together...

as they say a good SEA will help with the preparation of an EIA but will not remove the need for it.
