I do love grabbing the wrong end, because often it is more interesting.

Measuring the known (which is what you describe is easy-ish) measuring the unknown in a planning concept.. nw thats more interesting. I would love to see exactly how these measurements are done.. and how exactly they will be implemented in PPS. rather than a vague concept and mumble, which is all I see in (for example) this Policy HE6: Monitoring indicators.

All I want to know is where is the docuemnt to back this one up.

I am the same with Setting issues... I can't say too much, however I recently had this (alleged) conversation.

"how did you work out the setting"
"we have still to decide"
"so why is it significant"
" please take part in a consultation"
"about what?"
"how to work out setting value"
"so how can you work out the setting is significant?"

I feel that I have explained the PIs bit enough in the previous post. Read the practice guide and show some imagination!

On the issue of setting EH indicate in the practice guide that they are soon to publish guidance (finally) on this.

I read and showed imagination. I also prefer to explain things.

The PPS is suggesting that Local Authorities should in future seek to further engage with this process by (as far as possible) giving and indication of the condition (and sometimes loss) of non-nationally designated heritage assets

Does not explain - but rather expects prior understanding.

This forum is one for people to read and learn, as well as be a discussion. :face-confused:

So for example...non-nationally designated heritage assets does that mean anything not a SAM or Listed?
indication of the condition in what respect? indication compared to what condition?

seek to further engage love it... a fab bit of govt. speak.

this process what process?

So you see what I want to see is some clear speaking english language useful comment so people can understand whats going on. A simple web link or a document reference for example. (though in the main these are just as vague)

The setting one does make me chuckle .. and HS are supposed to be putting out a consultation document in August to look at it as well (ooops its September!)

Always tricky trying to quantify the subjective.

There are many things to like about the document. It is good that HERs appear to gain mandatory status (although the caveat that authorities dont need to maintain an HER merely have access to one seems a little odd); it is also good that every planning authority should engage an archaeological advisor (although these can be consultancy rather than 'in-house' posts).

I am a little confused by the last section HE13.3

Where a decision has been made that will result in the loss of the whole or a material part of an asset?s significance, local planning authorities should ensure that developers maximise opportunities to advance understanding of the asset?s significance before this is lost. Developers should publish the outcomes of such investigations and the advancement in understanding that those results bring. They
should deposit copies of the reports with the relevant historic environment record. They should also offer the archive generated to a local museum or other public depository. Where appropriate, local planning authorities should impose planning conditions or obligations to ensure such work is carried out before commencement of the development.

Does that mean what I think it means? Publication prior to commencement of a development. Surely not practical....

The architects and builders trade press is expressing concern over the new PPS, claiming that the definition of 'heritage assets' is too open. I'd like to see them some up with a definition of 'development' which covers all possible examples.

The architects are worried about local authorities being able to designate unlisted buildings outside conservation areas as heritage assets.
