What is the situation with RAO's that pay substantialy below BAJR rates? Are their IFA recommended minima for position duties?

RAO's are not obliged to follow BAJR's lead, though many people would prefer that they did. They do have to follow pay minima, though during a quick look through their website I couldn't find them. This is from the jobs bulletin:
The IFA recommends the following minimum starting salaries for 2007/2008 (from 1 APRIL 2007): PIFA responsibilities ?14,197; AIFA responsibilities ?16,536; MIFA responsibilities ?21,412.
IFA recommended minima are linked directly to local government pay scales.

Cheers for that. Curriously though, I have noted that Council rates can vary by at least ?2k for the same job descriptions!:face-huh:

Yes, I don't doubt that that is true. I think that point was in BAJR's submission to APPAG, described in a thread further down. The other thing is, is that you can pay different grades to people with the same job title, if the jobs are different. Its what actually constitutes the job that counts, not the title.

The curiosity was with pay and duties and have spoken to a few diggers and there seems to be massive desrepancies. There also seems to be issues where an employees responsibilities expand substantialy, say PIFA job now with AIFA responsibilities but still with PIFA rates.

Oxbeast is right in both his posts... however RAOs must pay PIFA AIFA and MIFA job responible jobs the minima they have set PLUS the additional benefits of the pension, holiday and sickness..
The benchmarking is a step to try and tie responsibilities with pay.. not job title... and BAJR has been pushing for that for a couple of years now.. hence the grades... one persons supervisor is anothers project officer and visa versa.. in my PAY and Conditions document it states what is expected of a person for each grade...
however I can only affect those jobs that are advertised on BAJR... (by not allowing those that fall below) and I also have to take on trust.. the content of the advert... the IFA job sheet strangely does not filter jobs until afterwards.. perhaps a step they could take. (recently I said no to an advert - to be told... well the IFA will take it!) I also am unhappy when a company only advertises jobs that will pass BAJRs criteria... but not the ones that won't.

Been off investigating. Have found out that one RAO that is substantially below (council)is undergoing a pay review. Have checked job descriptions and they parallel other councils. E.G supervisors (field)undertake watching briefs/excavations, digitise plans, write site reports etc. Will be interesting to see the regrading results as some specialist staff appear to be on fairly low rates.
