Does anyone know whether the top-up fee is money which the university recieves on top of the 10k it gets already, or is it money which is offset against the governments contribution (i.e. the top-up fee allows the government to contribute less money and the student more). I seem to remember that it is the later and was an attempt by the government to address the issue that some unis didn't (or think they didn't) get enough money through the previous system. I can't see many unis bothering with the system if they were going to get the money anyway from the government.
