Troll - i think that it would be fairer to say "yes there is, and it tries but isn't currently representative"
There are plenty of reasons to be harsh about the IFA, I agree. After all, it wants to be the central point of contact for professional archaeologists then it has to take the comments/flack while it gets to that promised land of representing the profession. But the key thing is that it is trying, though not very quickly. I'd be more optimistic if either Tim Howard/Peter Hinton etc felt confortable enough to engage on one of these threads (or at the conference) to actually get some where with these important, yet often essentially rhetorical given the lack of IFA official come back, questions. Keep voicing the questions troll, I'd like to see some official answers in some forum.
