So, Troll, if this is the tip of a large iceberg, would it not be appropriate to ask the Curator from the area in which you were working, whether the WSI and any other correspondance that surely must have been submitted for the work, was also on headed notepaper that had an IFA RAO Logo upon it? }
Oh, and I guess, if it is also appropriate, maybe you should further enquire if the WSI mentioned anything to do with their IFA RAO status.

I guess that there is the possibility that the Curator or in fact any other Curators from other areas could easily have been misled as you were.[:0][:0]
