These types of hybrid methodology are probably the way forward and I have seen a few efforts of variable quality. Many consultants have developed their own approach based on experience, but each time an application goes to inquiry the validity of the approach is questioned as there is no 'official' sanction of the methodology.
Don't get too excited about the thought of reading the EH guidance - the sense of anticipatuion greatly outweighs the substance, and it doesn't contain any of the useful stuff from the PAN45 document regarding distances and visual impacts.
