If he has been running excavations and has not seen the documents, that is very bad practice by the unit. One question though - did he ask for them?

We do inception meetings at the start of field projects, and we have recently started including a standard question to the Project Officer (not manager) at those meetings about whether he has a copy of the Spec and is familiar with its contents. That puts the units under pressure to keep their POs in the loop at early stages.
