Yes - not only cynical, but also wrong.
Business will always look for the most efficient/effective alternative (in business terms).
That may sometimes mean the cheapest. At other times, it may mean the most experienced or credible. For some types of work (e.g. if you want someone to stand up as a witness at Public Inquiry, or to conduct negotiations for you) the most effective may also be the most expensive.
Mind you, paying a lot upfront may also save money, through maximising the chances of success at the first stab, rather than wasting time on re-working.
