Well one of the boroughs I deal with is effectively looking for a sop to pass onto a small town which is likely to be very 'regererated' over the next few years. There is great public pressure for a central conservation area, but the borough is unwilling to provide this as it would put in that bit more work for applications - it is that kind of place.
They have been looking to locally list buildings as a way of offering something to the lovely general public which will not have the effect of a conservation area. In the previous (was it a green paper?) paper there were references to applying article 4 directions to local lists. I am just wondering if this made it into the bill.
