Hmmmm.... not sure what to make of this. Any inititaive to increase access to information is to be applauded. However, as ADS et al point out - it's not an 'archive' - more of a library really. PDF is a proprietary format not an archival one and cannot be relied on to endure. Acrobat is already on Version 8 as it is.
Also I'm curious about the name Open Archive and how it was arrived at - unintentionally or not is seems awfully close to the Open Archives Initiative to which it is not (as far as I am aware) connected. Try googling 'Open Archive' and you'll see what I mean. This unfortunate choice of name and the use of a commercial .co.uk suffix rather than .org or .org.uk seems curious to me.
