In the days before the Berlin Wall came down, if you applied for a residence permit to reside in Western Germany you were asked the question 'What country were you born in and what was that country called as at 1st September 1939'.
Much the same qualification should be applied to the Eurovision 'exclusion voting' system. It is ludiocrous, for example that ethnic Russians resident in Lithuania, Estonia and Latvia are allowed to vote for their country (Russia) but ethnic Latts Estonians and Lithuanians are unable to vote for theirs.
But I think I have the answer.....The UK needs to put in 4 entries for Eurovision (much the same as we are allowed to have extra football teams in the World Cup and Euro championships). This will allow Scots to vote for Wales, the Welsh to vote for Northern Ireland, the Irish to vote for Scotland etc.
At least then it would be England that came bottom every year and not the UK.....
