So, the IFA are not enforcing the standards but only producing them and the curators are enforcing them (at whatever standard). But if a complaint is brought against an individual or unit who is an RAO but the standards were accepted by the curator, where do we go? It seems the complainant will be silenced by the authority of both the IFA and curator.
