Has anyone considered baby farming as an explanation? A not so well known practice fairly common in the C 19th when kindly ladies, for a small fee would take in and look after illegitimate children whose mothers could not or did not want to bring them up.
The downside being the children were often deliberately neglected or worse. I believe Britain’s worst (known) serial killer was a baby farmer who is thought to have disposed of at least 400 infants before she was caught and brought to trial.:0
