Part of the problem is (I think) that there are so many (often slightly) different jobs.

I was invloved in using the NOS (not the NVQ) as a skills base, which allowed people to identify what they could already do and, in conjunction with the management in the organisation, then identify where they could develop new skills and how. Everyone ended up being really quite enthusiastic about it!
