ROs don't have to employ only IFA members, many units have stated 'IFA members preferred' for years. They just need a 'critical mass' of members. So what's your point?
You have misread my point. It says that units are not allowed to discriminate against non-members in their recruiting (as you say the terms ifa preferred or desirable but never essential). I was asking that as this is the case then it follows that why should councils be able to discriminate. A RO status is not the same as chartered status and you do not have to hold it.
It seems that a move like this is attempting to force units into the IFA whether they like it or not and swelling the numbers by unfair means.
And sorry but I can't say where the councils are without breaching the AUP
