I suspect what you really mean to say is that larger organisations have more flexibility in assigning or not assigning project fees against overheads. Surely that makes no difference to a tender price as smaller operations could equally do the same? It is not illegal or immoral to take advantage of economies of scale.....smaller organisations have other advantages!!
