My money is on the new Heritage Bill being in the Queens Speach if there is to a general election next year.
One of the earlier questions shows that the government does take heritage seriously ie:
"T2. [234009] Hugh Bayley (City of York) (Lab): Yorkâs designation as an area of archaeological importance protects the unique and irreplaceable archaeological remains below the cityâs streets from being dug up by public utility companies. The York-based Council for British Archaeology and the York Archaeological Trust are worried that the designation could be changed in the new heritage Bill. Will the Minister be willing to meet me, and archaeologists from York, to discuss our concerns?
The Parliamentary Under-Secretary of State for Culture, Media and Sport (Barbara Follett): I would be extremely happy to meet my hon. Friend; in fact, I have a date in my diary for 15 December."
A good point.
