Companies need to remember that preservation by record means that the report needs to be published and available in the public forum; this needs to be included in the costs. I agree that the format is irrelevant and more use should be made of digital publishing, but am aware that some group is going to be responsible for the cost of hosting the data. But following posts above you should not be expected to work in your own time/for free (unless you want to) just because people cannot manage budget.
