I mean that in the olden days when archaeologists worked for the government when they produced reports the copyright belonged to the government and the subsequently the public. What the archaeologists got for this was a salary but that when they made the archaeologists become commercial the concept seems to be that the copyright of the archaeology had to be given to the government and the public and so now they like to put these reports in HERs and charge people to look at the HER.
