One of the projects I'm currently involved in, the client is having kittens over the global archaeology (over)spend, much more of which could have been spent on digging/PXing/publishing the archaeology if several intermediate tiers of office-archaeologists above the contractor were either trimmed back or stopped from bigging-up their roles, e.g. endlessly bouncing-back reports for 'edits' which were, in general, fine and fit-for-purpose (in that most of them didn't really have one) the first time around
