Now that I've had time to read the second draft I can't find much to fault.
Where the union is discussed perhaps it should be 'unions', Prospect isn't the only union with archaeologists as members. For those field staff working for council units and for local government archaeologists UNISON may be the appropriate union to join.
In common with Dr. P I also think that how the federation makes its decisions, by voting or any other mechanism, is a matter for the federation membership to decide and shouldn't be predetermined.
Apart from those two minor ponts it looks like a proposal that could work.
