Indeed, but don't forget to take a look at what the Validation Committee is actually doing. It may not be as bad as you think! And also bear in mind the fact that there is a wide range of people on that committee. It isn't all MIfAs, there are AIFAs and PIFAs who attend regularly, and there is a high percentage of people from the commercial parts of archaeology.
