Depends whether you mean individual archaeologists or units. These big projects (e.g. large road schemes) can provide a lot of archaeological work over a period of several months. Some of them may have well over 100 archaeologists on site. However, while lots of individuals may get jobs, smaller regional units often don't get much chance of winning the work from the large national units.

As you say, they will only help people who either live within reach of the projects or are willing/able to move temporarily.
