A bit of both I suppose. For one thing, yes they aren't going to be much use for smaller organisations or individuals unless by some miracle they can get involved in a large project of that type.
Secondly, it is going to be very regional and so it is going to favour the archaeologists of some areas more than others. I can't see the government deciding they need a new airport anywhere near where I am, for example (thank God!).
