Well free access is there if you can get to the planning office and have the time to go through the documents - and who has that. This is definitely one way where the web can help out in the future.

An update to the proceedings.....
As a member of the public, I have written to the County Archaeologist asking them to explain their decisions and similarly, have written to English Heritage with an almost identical request.With many thanks to your good selves on here, I have also asked for all appropriate documentation from the County Council too.I am assured that after waiting the prerequisite 20 working days, I should receive a response by the end of this week(by the County Arch only so far-EH sent me something about a holiday cottage).

Make sure the CAO has the address of your EH holiday cottage so that the post goes to the right place.
