Took the words out of my mouth. I know the private company running it and they do a very good job, If I may say.
Constant development is the law of life, and a man who always tries to maintain his dogmas in order to appear consistent drives himself into a false position.

This evidence, in particular that contained in relevant historic environment records,
should be used to assess the extent, significance and condition of known heritage
assets and the contribution that they may make to future development in the area.
YP-
relevant records?
here comes the decimation of cowboyitus
PAS relevant?
what makes a find spot relevant as an asset to a discision

Their approach should be consistent with securing progress against the UK?s

Having assessed the evidence, local planning authorities should, where appropriate,
set out a positive, proactive, strategy for the conservation, enhancement and
enjoyment of the historic environment in their area. They should particularly focus
on the local distinctiveness of the historic environment and how this can be used to
promote a sense of place.
so we are reliant on the integrity of the records, the archive and the her database for evidence.
but then what about who decides the character of a given landscape
ive seen nationally important prehistoric funerary landscapes coming in a marginal 7th place to post-med, med castlitus and I/A (admitably important) preserved agricultural landscapes.
who is setting this 'which' heritage harmonising agenda?

The continued use of heritage assets can contribute to sustainable development.
Keeping assets in use reduces the consumption of building materials and energy
and reduces waste.
YP-
what about reclamation?
what about hazardous leads water pipes in houses?
does this mean sympathetic repointing and bricklaying cement to ensure the reuse of said reclaimed bricks some 20yrs down the line?

Local planning authorities should consider whether allowing the exercise of
permitted development rights would undermine the aims for the historic
environment within the development plan or the general aims of conservation and
enhancement set out in this planning policy statement. If so, they should consider
the use of an article 4 direction for a single heritage asset, class of heritage assets or
an area to limit the extent of such development.
does this impact extend as far as the impact of the reactivation of rurals upstanding heritgae assets for rural practices, where agricultural activity is particulally damaging to the surounding underlying (archaeological) heritage assets?

Local planning authorities should consider how they can best proactively monitor
the impact of their planning policies and decisions on the historic environment.
They should pay particular attention to the degree to which groups of heritage
assets and individual heritage assets are at risk of loss or decay, how they expect this
will change over time, and how they propose to respond8.
YP-
easier for upstanding assets but does that mean sub contractural monitor roles for subsurface assets? monitoring of landsurface deflation and benificial colluvial protection for particualr landscape locales and asset types of significance?

Where loss of significance is justified on the merits of new development, local
planning authorities should make every effort to satisfy themselves of the likelihood
that the proposed new development will proceed before approving the application.

it didn't just say that...............
lets hope that is still in context with all of the above as opposed to out of context.

Material loss of heritage assets of the highest significance, including scheduled
ancient monuments13, protected wreck sites, battlefields, grade I and II* listed
buildings and registered parks and gardens, should be wholly exceptional.
