As posed by theInvisible Man - is archaeology best served by developer led, developer funded commercial units or would it be better returning to the old goverment funded Rescue Units and University departments?

This is a late last century exam question on CRM undergraduate courses.

Today the question should be would the introduction of the APPAG notion of franchises:
1. increase diggers pay - one of their recommendations
2. Increase the amount of synthetic research
3. be of benefit to developers
