run at least one HER
Yeah, into the ground most probably. HERs are always the first thing to suffer as the failed Berkshire experiment demonstrated.

Disagree strongly.

which bit of Berkshire HER failed??? There are now six HER's in Berkshire and all still running along srtrongly as far as I am aware. West Berks went back in house, East Berkshire \9ie the rest) went to Reading Museum on a contract basis NOT back in house. ...sorry to be pedantic.....

the latter. The fact that you, Unit find them easier to pick up is not a convincing argument for abandoning policy.

The out-sourcing of it (and development control advice) to an engineering/environmental consultancy (in my view, and also indicated by those who later (successfully) picked up the pieces). Allegedly...

in units fantasy, noddy land will be free of HERs, free of development control archaeologists and a free for all those with insurance and copyright as long as they call themselves field archaeologists and only undertake evaluations, no matter if they are aged six and a half and their idea of research is somebody reading them 'noddy goes on a dig' before HERs were taken over by those evil charity-lovin, free loadin local authorities whose sole aim is to drive out free and fare competition by insisting on proven ability or competence. ergo the horror

I have been on holiday.....something I seem to have missed here. Doesn't PPS5 say:
Policy HE2: Evidence base Authorities should have publicly-documented evidence about the historic environment with proportionate level of detail, maintain or have access to a historic environment record (HER) and assess the assets in their area and their contribution to the environment now and in the future.
So closing down an HER isn't an option unless they are providing access to an alternative. Why are we wasting time arguing the merits of various councils when surely all we should be doing is sticking this paragraph under the noses of Chief Executives and asking for them to fulfill their legal obligations....

and the alternatives are lining up, clasping the localism bill in their clammies, promising the earth - and getting it!!
