the Historic Environment: Local Authority Capacity (HELAC) Case Studies are now available to view on the HELM website at

With the economic downturn many local authorities are having to find new ways of providing services, including historic environment services.
The Local Government Association, Association of Local Government Archaeological Officers (ALGAO), Institute of Historic Building Conservation (IHBC), Planning Officers Society and English Heritage have joined forces with local leaders in exploring different ways of working.
This initiative HELAC, has worked with initially 5 pilot areas (and later three further areas), to show different ways of delivering local historic environment services.
