growth isn't the be all and end all of existence...most units only advertise if they get a big new job at short notice, periodically to refresh their cv list, and if they want specialists/more senior staff. Unit staffing levels always fluctuate: not needing to recruit, but not laying off is actually a better state to be in than recruiting onto to lay off later as it suggests a mature enough mentality to deal with the inevitable fluctuations of project based employment.
Personally I'm interested in the results of this poll, but its statistically meaningless in real terms

We have a fairly large team (for consultants) as it is and have enough people to manage our workload. We're not like many field units whose workforces constantly expand and contract.

I'll let you know at the end of the week.... certainly 'not recruiting' at the moment, but that in itself means nothing.
