According to the CBA website, the Draft Legislative Programme for 2009/2010 announced this week does not include the Heritage Protection Bill

i would say that it is vital in the current situation and espescially given the gravity of the legislation.
the heritage is important, but not as much as putting food in peoples mouths and keeping roofs over peoples heads.
i would not call it cynicism, just rationalisation for the populace masses.
