It might true that it was an admin error, you have to pay for registration and test at the same time if you don't turn up or cancel late you don't get your money back so they were doing no one a favour by acting like they did to you.

Unless they never did it, but the building company should have at lest ask for resitration details as proof or they shouldn't be letting you on site, i had to drive to an internet cafe and print my out this week, as i forgot to bring it to site.
