I would suggest that the "cheapest crud wins" is not a loophole in the system, it is the very essence, the ideaology of the system. It IS the system!
Assuming the system can't be changed, how can we improve it - change the way specs and briefs are produced? Funding at least in part, from elsewhere, maybe a development tax, to reduce or eliminate competetive tendering?
